What Are Steady-State Exit Criteria?

Steady-state exit criteria are the measurable conditions a transitioned process must meet before it leaves hypercare and moves into steady state, or business as usual. They're used in outsourcing, BPO, GCC and vendor-to-vendor transitions, and in system rollouts, to decide when the new team can run the work without the extra support of the transition period.

Good exit criteria are metric-based rather than date-based. Instead of ending hypercare on a fixed day, the process exits when it has met agreed service, quality and stability targets for a sustained period. They're also called hypercare exit criteria or transition exit criteria.

How Do Steady-State Exit Criteria Work?

Exit criteria are agreed before go-live, tracked from day one of hypercare and reviewed at a formal exit review. Each process is assessed on its own, so stable processes can move to steady state while others stay in hypercare. Typical metric-based criteria include:

  • Service levels: SLAs and KPIs met for an agreed run, such as four consecutive weeks or one full business cycle.

  • Quality: error and rework rates at or below target, or at the pre-transition baseline.

  • Backlog: work in progress within normal levels, with no aged items.

  • Open issues: no critical or high-severity issues open.

  • Dependency on the original team: questions and escalations to the previous team at or below an agreed level.

  • Documentation: SOPs and job aids current, including every fix made during hypercare.

  • Team stability: the receiving team fully staffed, trained and able to cover absences.

  • Sign-off: the process owner and, in outsourcing, the client accept the process as stable.

The thresholds are specific to each transition. For example, a team might require 95% SLA attainment for four weeks and fewer than five questions a week to the original team. These numbers are illustrative; set your own based on your contract and baseline.

Benefits of Metric-Based Exit Criteria

  • Objective decisions: the exit review checks numbers, not opinions.

  • No early exits: the original team doesn't step away while performance is still unstable.

  • No endless hypercare: a clear finish line stops double support from dragging on.

  • Targeted extensions: if a process misses a criterion, the gap shows exactly what to fix.

  • Clear accountability: client, provider and process owner agree up front what "stable" means.

Common Tools and Uses for Steady-State Exit Criteria

  • Trupeer AI – Keeps the documentation criterion on track by turning every hypercare fix into an updated SOP and video, published in a searchable knowledge base that reduces questions to the original team.

  • Readiness scorecards – Track each process against its exit criteria in one view. See the transition readiness scorecard.

  • ITSM and workflow tools – Report SLA attainment, backlog and open issues.

  • Quality monitoring tools – Measure error and rework rates against target.

  • Transition governance packs – Record exit review decisions and sign-offs.
